Study on Port State Control (PSC)

Actions towards effectiveness and alignment with PARIS MoU standards - 2005

The aim of the Study is to analyse the current situation of PSC in the Mediterranean region and explain the difficulties still encountered by its Members, which - after seven years of operation - prevent the Mediterranean Memorandum of Understanding on Port State Control (MED MoU) to perform on a more efficient basis.

The Study should be seen as an effective tool towards future PSC actions, which will assist the efforts of the Mediterranean Member States towards the operation of quality shipping in the region (by ensuring the progressive eradication of sub-standard ships) and towards harmonisation and co-ordination among the two existing Port State Control (PSC) regimes active in the Mediterranean basin, the Paris MoU et le MED MoU.
