Regional Transport Action Plan (RTAP) 2007 - 2013
To foster the future advancement and progress of the regional transport system in the Mediterranean, a Regional Transport Action Plan (RTAP) is being prepared by the EU with the assistance of the EuroMed Transport Project
All comments have been taken into consideration in the preparation of the final draft RTAP, which was discussed at the Fifth National Counterpart Team Meeting (NCT5), held in Brussels in May 2007.
The final RTAP was approved during the 8th EuroMed Transport Forum, held in Brussels on 29th and 30th May 2007.
The RTAP has been endorsed during the High Level conference on "Extension of the major Trans-European transport axes to the Mediterranean region", which will be held in Lisbon on 3rd December 2007.
Executive Summary
A well-functioning multi-modal transport system is an important and necessary condition for economic growth and integration in the Mediterranean. The present Regional Transport Action Plan (RTAP) for the period 2007-2013 commissioned by the Euro-Mediterranean Ministerial Conference of Marrakech represents an attempt to intensify cooperation with and within the Mediterranean region in the field of transport towards this goal. Its proposals are addressed equally to EU member state governments, the governments of Mediterranean Countries as well as the European Commission. The successful implementation of the RTAP 2007-2013 and the meeting of the latter’s ambitious objectives will necessitate actions from all partners at different levels of governance – national, bilateral or multilateral.
Analytically, the RTAP 2007-2013 foresees actions organized thematically and within each section by year and level of implementation:

Monitoring Tool for the implementation of the RTAP
Within the framework of the Regional Transport Action Plan for the Mediterranean Region 2007-2013 follow-up and particularly its Action n° 32, a platform has been designed in order to allow a regular update of the progress made by the Mediterranean countries in the field of the RTAP implementation. The RTAP Monitoring Tool presents several advantages:
- Easy and simple for use
- Secured access to interface for the users
- Real time update of information integrated/validated by the NCs
- Generating a mid-term review of the RTAP by the end of 2009, and a final review report by mid-2013
