Objectives & Field of expertise

  • Contribute to the overall completion of the physical and economic integration of the Euro-Mediterranean region and the development of a Mediterranean Free Trade Area.

  • Facilitating an efficient flow of goods; and ensuring door-to-door connectivity and interoperability between both sides of the Mediterranean through ports, maritime and intermodal transport connections, and logistical platforms.

  • Reviewing and improving the regulatory framework for maritime transport, ports, logistics and trade facilitation with a specific focus on sector reform and implementation of environmental management systems in ports.

Partner countries

Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria and Tunisia.

[Action 2]

Mediterranean Countries are invited to work towards the assignment of the tasks of port and terminal management, on the one hand, and regulation, on the other hand, to different autonomous agencies. Port and terminal management should be decentralized, for instance through private sector concessions. The concept of port community should be installed within each port. The European Commission is called upon to support the transfer of know-how, inter alia, through twinning activities and the dissemination of best-practices

[Action 3]

Continue work on the simplification of customs procedures in line with the recommendations of the Euro-Mediterranean Trade Ministerial Conference (Palermo recommendations), taking into account the commitments made in the context of the WCO SAFE Framework of Standards to Secure and Facilitate Global Trade and, whenever applicable, those in the framework of the ENP Action Plans. Technical support in this regard will be provided by the EuroMed MoS project.

[Action 4]

Elaborate national measures for the reduction of dwell times in container terminals with the support of the EuroMed Motorways of the Sea (MoS) project. These measures should be used by each port management authority as a basis for their annual business plans.

[Action 5]

Mettre en place à court terme les recommandations de la Convention OMI-FAL sur les formalités normalisées de déclarations d’arrivée et/ou de départ des navires dans les ports, afin que les documents des navires soient acceptés de façon équivalente dans l’ensemble des ports de la région. Un appui technique dans ce domaine sera apporté par le projet EuroMed des autoroutes de la mer.

[Action 21]

Les Pays Méditerranéens sont invités à favoriser, dans toute la mesure du possible et lorsque cela sera pertinent, la mise en œuvre réussie des deux premiers projets pilotes d’autoroutes de la mer (AdM) en 2008 et 2009, à prendre en compte leur approche, et à reproduire leurs besoins pratiques dans les projets ultérieurs d’autoroutes de la mer à mettre en place en 2010-2013.
